 In Europe, all passenger elevator communication systems must comply with EN81-28. According to this standard, if the elevator car becomes trapped between floors with the doors closed, the stranded passengers must be equipped with hands-free intercom devices to enable them to call for rescue.

EN81-28:2018 introduces additional features related to passenger safety in elevator communication systems. For example, when someone activates the alarm button, the intercom device should send the elevator's location information. During power outages, the intercom device should have an emergency power supply for at least one hour. Additionally, there are requirements for intercom device fault indication, call status indication, and communication status indication.
